A 410,000-Yuan Fine! An Illegal Waste Plastic Factory in Jinping, Shantou Severely Punished for Discharging Pollutants – The Environmental Red Line Must Never Be Crossed

Recently, during its daily inspections, the Jinping Branch of Shantou Municipal Comprehensive Administrative Law Enforcement Bureau for Ecological and Environmental Protection discovered a waste plastic processing plant with serious environmental violations — namely, the Gong Mouli Plastic Products Processing Plant in Jinping District. After a thorough verification, law enforcement officers confirmed that this processing plant had violated three environmental regulations simultaneously. In the end, an administrative penalty of 410,000 yuan was imposed on it in accordance with the law, and this result also sounded a warning to local plastic-related enterprises.
01 违法事实清晰，三项规定均被违反
The illegal operations of this waste plastic granulation plant were not an accident, but a combination of multiple violations:
It unauthorizedly started the waste plastic recycling and granulation production line without going through any environmental approval procedures, completely disregarding the environmental access requirements prior to project construction;
Even though it had not completed the environmental inspection and acceptance, it still "put into operation without inspection and acceptance" and started production directly, skipping the key link to ensure that the production process complies with environmental protection standards;
Most worryingly, the plant was not equipped with any waste gas treatment facilities. The process waste gas generated during production was directly discharged into the air without any treatment, causing a direct impact on the surrounding environment.
02 直排废气危害不小，
居民健康和大气环境都受威胁
During the recycling and granulation process of waste plastics, waste gases containing volatile organic compounds (VOCs) such as benzene, toluene, and xylene will be released. The harm of these waste gases is far beyond imagination:
First of all, there is sensory discomfort. The pungent odor will spread to the surrounding residential areas, seriously affecting the daily life and rest of the residents;
From a health perspective, long-term inhalation of such waste gases will cause chronic damage to the human respiratory system and nervous system, and may even increase the risk of cancer, laying hidden dangers to the health of residents;
From the perspective of regional environment, the direct discharge of untreated waste gases will aggravate the local air pollution level, which is contrary to the "Blue Sky Protection Campaign" and the goal of ecological civilization construction that Shantou City has vigorously promoted in recent years, and slow down the progress of overall environmental improvement.
03 执法部门不手软，
后续监管还会持续跟进
In the face of such illegal acts, the law enforcement actions of the Jinping Branch were both stringent and decisive:
In accordance with relevant laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Regulations on the Administration of Environmental Protection for Construction Projects, and after comprehensively considering the severity of the illegal circumstances, a fine of 410,000 yuan was directly imposed on the processing plant. This clear penalty intensity demonstrates the seriousness of environmental law enforcement;
The fine is not the end. The law enforcement department will also continuously track the rectification progress of this processing plant to ensure that it completely ceases illegal production activities, improves waste gas treatment facilities as required, and passes the acceptance inspection;
Law enforcement officers clearly stated that if it is found in the follow-up that the processing plant fails to rectify in place or commits illegal pollutant discharge again, more severe measures will be taken, including sealing up production equipment and transferring the case to judicial organs for accountability. No environmental illegal act will be tolerated.
04 企业别存侥幸，
合规生产才是长久之路
For plastic-related enterprises and other businesses that may generate pollution, this penalty case must serve as a warning:
Never harbor the lucky mentality of "prioritizing production over environmental protection". Nowadays, environmental supervision is becoming increasingly strict, and the illegal practice of "cutting corners by starting operations without completing required procedures" (literally "getting on the bus first and buying the ticket later") no longer works. Only by strictly following the process of "approval first, construction later; inspection and acceptance first, operation later" can enterprises avoid the risk of violating laws;
During the production process, enterprises must be equipped with waste gas, waste water and other treatment facilities as required, and ensure the normal operation of these facilities. They must not arbitrarily shut down these facilities to save costs. After all, environmental compliance is the cornerstone of an enterprise's long-term development.
